Meeting Minuets: 3 July 2025
Minutes of a Meeting of Thrybergh Parish Council, Thursday 3rd July 2025.
Held At the Parish Hall, Park Lane, Thrybergh.
Present:
Councillors G Trickett (Chair), A Martin, J Parsons, M Senior, J Chambers, M Reeves, N Jackson and B Shaw.
There were no ward councillors or members of the public present.
066/25. Apologies For Absence.
Apologies received from Councillor R Thomas.
067/25. Approval of Reason Given for Absence.

Resolved: That the councillor’s apology be accepted by the Parish Council.
068/25. Declaration Of Interest
Councillor M Senior declared an interest in Matters Arising item 036/25 relating to tree work done on Fullerton field. He was not asked to leave the room as this was basically a report back to council and approval of some small additional work that needed to be done and was approved at last month’s meeting. He also expressed an interest in a new item being raised in AOB for further work to be done on Fullerton field.

070/25. Minutes of the Previous Parish Council Meeting held on Thursday 5 June 2025.

Resolved: That the minutes of the previous meeting of Thrybergh Parish Council held on Thursday 5 June 2025 be approved as a correct record and signed by the Chair.
071/25. Matters Arising from Previous Meetings of the Parish Council.
128/24 – The second flower planter has been placed outside St. Leonards Church and the hanging baskets have been put up.
036/25 – The cutting back on trees on Fullerton field was done on Monday 30 June. RMBC contacted the Parish Council to raise a concern on trees overhanging Vale Road and this was discussed on minute 055/25. This addition work was done at the same time by Treeworkx at a cost of £70.00.

Resolved: That the invoice from Treeworkx for £70.00 be passed for payment.
Councillor Senior was not asked to leave the meeting as the work had already been done but he did not vote on the motion.
039/25 - Parish Council Email Address – the clerk has had several discussions on moving emails to the more secure gov.uk domains which will be a requirement next year. It was decided that we continue with the mail migration when we have our new clerk in place.
011/25 - First Aid Training – Councillors Parsons, Martin and Jackson have now passed the course and will be qualified first aiders for 3 years. A training date for Councillors Reeves and Chambers and the caretaker Hawkridge is to be set for later in the year. The training was done by Safa Training & Consultancy at a net cost of £195.00 plus VAT at £39.00 for total £234.00.

011/25 -The fire risk assessment took place on Wednesday 18th June and the final report is awaited. The date for Fire training of staff and users of the hall has not yet been set due to difficulty in getting people together at the same time. The clerk will continue to seek a suitable date for all.
056/25 – Employment of New Clerk, the clerk advised that we have received 4 applications to date with the closing date set at 11th July.
034/25 – Planning Application RB2025/0625 for the erection of a two-storey side extension and attached garage at The Setts, 242 Doncaster Road has been given conditional approval by RMBC.
040/25 – The chair advised that Councillor Shaw has been re-elected onto the YLCA Joint Executive Board.
072/25 - Police Report.
The latest local crime statistics are for April being Rotherham North at 696 incidents and Thrybergh at 27 incidents. These levels are lower than previous but expected to rise with the coming of the longer evenings of the summer months.
073/25. RMBC Planning Application RB2025/0743.
Planning application to vary condition 02 previously imposed on application RB2024/1722 which referred to new café at Thrybergh Country Park and relates to changes to elevation, landscaping and drainage. This was discussed by the Council and no issues were raised.
074/25. RMBC Planning Application RB2025/0828.
Planning application for two storey, first floor & single storey front/side extension and single storey rear extension at 137 Doncaster Road. This was discussed by the Council and no issues were raised.
075/25. Proposed use of Parish Council land for joint sports use by RMBC and Trustees of Titans Community Foundation.
The Parish Council has received a request form RMBC for the use of either Fullerton field on Vale Road or Hollings Lane pitch on 4th August from 4pm to 6pm for one-off sport activities for the community. This is an RMBC initiative to increase activities during the summer and there will three 2-hour sessions with one on 30th July at East Herringthorpe MUGA, Thrybergh (most probably Fullerton field) on 4th and then the final one 6th August at Magna Park in Dalton. These are primarily aimed at children and are ‘taster’ sessions designed to find out what children want to do.

Resolved: That the use of the fields be free of charge to RMBC and that the parish hall toilets be made available on 4 August.

077/25. Items of Report.
The hall secretary reported that enquiries for parties remain strong and 2 new evening functions have been booked for September and October but the summer months remain quiet for evening bookings.
The clerk attended the Clerk’s meeting held 11 June which covered networking and further discussions on the Whitestone solar farm project.
The clerk also attended the YLCA Meeting 18 June in Askern which saw Cllr Shaw re-elected to the Executive Board. Guest speakers were Deputy Mayor for Policing and Crime Kilvinder Vigurs and SYP District Commander for Doncaster Chief Superintendent Pete Thorpe which led to some interesting discussions on local crime issues. The Whitestone development dominated proceedings with all in attendance expressing concerns on the size and scope of the operation. However, it has the weight and power of the Government behind it so it seems that it will be pushed through.
The CAP meeting was held 2 July in Thrybergh Parish Hall. There have been several issues at the Country Park with vandalism, unruly youngsters on escooters and damage to pathways. They are also currently investigating what looks like theft of eggs from nesting birds. Fly tipping in Thrybergh continues to remain a problem. The next Ward Community Skip Day in Thrybergh will be 7 August with the skip being placed in the Parish Hall car park.

078/25. Matters Requested by Councillors and/or AOB.
A meeting was held with R Askew Electrical on Monday 30 June to discuss the 5-yearly fixed wire testing which is a legal requirement, the tests will now be done within the next couple of weeks.
We have received the proposed Carriageway Resurfacing details from RMBC for Carr Lane, Reresby Road, Conery Close and Park Close.
Vandals have again broken one of the statuettes on the Cenotaph and they have thrown away the broken bayonet so it cannot be repaired. It was also reported that the tree planted by Dalton Parish Council for the Coronation of King Charles III has been vandalised and broken in two.
The chair reported that the result of the recent election to the RMBC Standards & Ethics Committee has just been announced and that Cllr Senior has been voted onto the committee.
The clerk has been advised by RMBC that our goalposts are now dangerous and need replacing, these can be sourced through RMBC and it was discussed that cost would be expected to be around £2000. The new football season is almost on us so it was agreed that the clerk obtain new posts with the cost to be approved at the September meeting.
It was reported that the Parish Council had received two calls for residents about trees on Fullerton field causing issues at their properties. The clerk visited before the council meeting and reported that the trees were indeed encroaching but the main issue was that local youngsters were congregating there until very late and causing a noise nuisance so much so that residents did not feel safe in their gardens.

Resolved: That the clerk engage with Treeworkx to have the trees removed with costs to be passed at the September meeting. Councillor Senior left the meeting during all discussions and did not vote on the motion.

079/25. Accounts For Payment.
The Council considered the schedule of accounts for payment for June.

Resolved: That the schedule of accounts for payment be approved and signed by the Chair.
080/25. To notify the Clerk of matters for inclusion on the agenda of the next meeting.
