Minutes of a Meeting of Thrybergh Parish Council, Thursday 5th June 2025.

Held At the Parish Hall, Park Lane, Thrybergh.

 

Present:

There were no ward councillors or members of the public present.

044/25. Apologise for Absence

Apologies received from Councillor B Shaw.

045/25 Approval of Reason given for absence.

Resolved: That the councillors apology be accepted by the Parish Council.

046/25. Decleration of Interest

Councillor M Senior declared an interest in a new item in AOB concerning a tree obstructing the pavement on Vale Road, issue raised with the clerk too late for it to go on the agenda.

048/25 Minutes of the previous Parish Council Meeting held on 7 May 2025.

050/25 Matters Arising from Previous Meetings of the Parish Council

128/24 - Update Council on new planter for Doncaster Road. The new planter and hanging baskets will go in next week.

184/24 - VE/VJ Day Celebration in Parish Hall – This was a great success with 50 people in the hall and Miss Trixie Holiday was exceptional. The event was very much appreciated by those in the audience with 50 in attendance. Expenditure was £250 for Miss Trixie Holiday and this was passed on minute 092/24. Further expenditure was for VE Day hanging banners at £8.99, pennants at £29.97 and hand flags at £5.99 with cost £44.95.

041/25 - YLCA Ballot for appointments to RMBC Standards & Ethics Committee – the closing date for voting has been deferred to 5pm Friday 13 June.

039/25 - Parish Council Email Address – the clerk has had several discussions on moving emails to the more secure org.uk or gov.uk domains, a further update will be given in July when we should be able to move to one of these choices.

157/24 – Whitestone Solar Farm – update on latest information. Councillors were advised by email on the upcoming deadline date for comments on the scoping process. Comments raised have subsequently been forwarded to Whitestone and their new Scoping Report has now been circulated to councillors. The project is at the pre-application stage and it is expected that a full planning application will be raised between April and June 2026.

011/25 - First Aid Training – To update on proposed first aid training with 3 councillors and the caretaker undertaking training on Monday 9th June.

011/25 - Fire Risk Assessment – The risk assessment will take place in the hall on Wednesday 18th June the cost will be £590 and it will be on the July agenda for passing. The date for Fire training of staff and users of the hall has not yet been set and the clerk will advice the Parish Council when it is sorted.

051/25 - Police Report.

The latest local crime statistics are for March being Rotherham North at 705 incidents and Thrybergh at 38 incidents. Both are increases on the February figures with the longer evenings/lighter nights mainly contributing to this.

052/25. Renewal of Clerk’s Membership to The Society Of Local Council Clerks (SLCC).

Resolved: That the Parish Council renew the clerk’s membership for 2025/26 with The Society of Local Council Clerks at the annual fee of £240.

054/25. Items of Report.

Ward Councillor Bennett-Sylvester’s report was read out by the Chair.

Local Road Safety Transport Scheme - I’ve reported on the progress of this over the last few months regards the scheme to reduce the number of vehicles leaving the carriageway and pedestrians not feeling safe walking from the Deer Park Farm area to the country park.  At our April ward meeting Cllr Ryalls and I asked about adding to the £120k the council was allocating to each ward with monies from developers including the Fosters development.  I’m happy to report that at our May ward meeting we were informed that an extra £150k had been won from various developments that feed traffic onto the A630.  We’ve had a further discussion on what we need along the route and when we have a scheme design I will ask Transportation officers to attend the parish council to get your opinions.

Country Park Path - The first section is now complete, and I’ve had several disabled residents do a mystery shop of getting to the country park café from March Flatts Road with either a wheelchair or mobility scooter.  While the feedback has been very good the residents identified a couple of areas we could do better including putting hard standings at the side of benches so wheelchair users can sit next to their families.  The suggestions are all being looked at.

Bulb Planting - Using our ward housing fund from council rents we are looking at an extensive programme of bulb planting across the ward and are looking at four sites, outside the crematorium, Oldfield Road play area, land off Wilson and Foljambe Drives at Dalton and the bullring at St Leonard’s Avenue.  As well as bulbs we’ll be working with local schools to do the planting to give a sense of ownership for young people and will be encouraging them to tell everybody when the flowers come up “I did that”.

Hall Secretary Report – The Chair reported that there were a couple of bookings with the bar in July and other bookings remain encouraging. A new dance class starts 10th June in the Hall, Tuesdays 5pm to 8pm (working to school term times) and South Yorkshire Performance Academy will continue to use the hall on Sundays with regular bookings from 14th September through to 10th May in preparation for the Queen musical We Will Rock You which will be performed at the Civic Theatre. The clerk advised that he had attended their recent show, the Madness musical Our House, at the Civic which was an incredible performance and all involved were outstanding.

Clerk’s Report - The clerk attended the Clerk’s meeting which was on-line on Thursday 22nd May with discussion mainly around training possibilities and the proposed Whitestone Solar Farm development.

The Community Action Plan (CAP) meeting held Wednesday 28th May in Thrybergh where it was reported that the latest crime statistics show Dalton & Thrybergh compare very favourably with other areas in Rotherham North. There are still parking issues outside our schools and police/RMBC parking services will continue to monitor. Details and date awaited on the consultation on the Bill Winder play area improvements.

055/25. Matters Requested by Councillors and/or AOB.

Planning Application RB2025/0216 which is for construction of a motor trials bikes training facility at Hooton Lodge, Hooton Roberts came in too late for the June agenda. It was discussed by the Parish Council and no comments or issues were raised.

The clerk advised that local youths have been digging holes in the land behind the parish hall to make what appears to be a cycle jump ramp. The incident and offenders have all been recorded on CCTV and SYP have viewed the damage.  It was decided that the clerk arranges for the damaged area to be repaired but police action will be sought if the vandalism reoccurs.

The clerk advised that the Parish Council has received, via RMBC, a complaint of a tree obstructing the highway on Fullerton field next to 33 Vale Road. The clerk has inspected and it was agreed that the branches will be cut back when similar work on Fullerton fields is undertaken on Monday 9th June. Costs will be brought to Council at the July meeting.

The clerk has been advised by RMBC that our goalposts which are used on the Hollings Lane pitch need replacing. The clerk will cost up new goalposts and this will be agreed at the July meeting.

056/25 Report from Staffing Committee.

The clerk is retiring at the end of this year and the staffing committee met to look at replacement procedure and handover of duties. It was agreed that details of the vacancy be forwarded to YLCA for them to publicize as this will be seen by a large range of potential applicants. The closing date for applications is planned for mid/end July with interviews taking place in August and the prospective candidate’s details being put to Council at the September meeting for an October 1st start (remember, there is no meeting in August).

057/25. Adoption of new Local Government Association (LGA) Code of Conduct.

The updated LGA Code of Conduct was discussed by the council.
