Minutes of a Meeting of Thrybergh Parish Council, Thursday 5 December 2024. Held At the Parish Hall, Park Lane, Thrybergh.
Present:

131/24. Apologies For Absence.
Apologies received from Councillors M Senior and R Thomas.
132/24. Approval of Reason Given for Absence.

134/24. Questions From The Public.
There were no questions.
135/24. Minutes of the Previous Parish Council Meeting held on Thursday 7th November 2024.

Resolved: That the minutes of the previous meeting of Thrybergh Parish Council held on Thursday 7th November 2024 be approved as a correct record and signed by the Chair.
136/24. Visit by Councillor Sheppard, RMBC Cabinet Member for Neighbourhoods.
This item was moved to the January agenda.
Cllr Shaw joined the meeting.
137/24. Matters Arising from Previous Meetings of the Parish Council.
090/24 - Remembrance Sunday Service - Thanks were expressed to Councillor Chambers for collecting the organist from Sheffield, Revd Terry and Revd Gould for taking the service, local resident Jennie Ogden for playing the cornet and to our caretaking staff for their sterling work providing the refreshments and all the councillors for attending. There were around 50 in the hall for the service and approximately 100 for the continuation at the Cenotaph.
Incurred expenses were £125.32 for services provided and refreshments.

091/24 - Christmas Pantomime – The clerk reported that current sales are 111 with capacity set at 120.
092/24 - VE Day 80th Anniversary 8th May 2025 – The booking of Miss Trixie Holiday for the event to be held Saturday 10th May 2025 was confirmed. The hall will be decorated with bunting and war period posters and any banners etc that become available closer to the event.
128/24 - CIL Payment from RMBC – Costs requested for 2nd planter to be placed outside St Leonard’s Church and these will be advised to Council when we have them. Councillors were requested to recommend any other items for consideration.
111/23 - Planning Application RB2023/1214 for conversion of listed building (former Fosters site) on Doncaster Road. As previously advised, this application has now been given conditional approval by RMBC.
RMBC are looking for suggestions for a road name for the estate and Ward Councillor Bennett-Sylvester has already put forward ‘Royal Yacht Lane’ in honour of Admiral Sir John Fullerton who was born 1840 in Thrybergh rector, he went on to command RY Victoria & Albert II from 1884 to 1901 and he was also an honorary Aide-de-Camp to Queen Victoria and Edward VII. The name was considered by Councillors with ‘Admiral Lane’ also recommended by the council.
112/24 - Planning Application RB2024/1881 External Insulation to 46 Park Lane - RMBC has given conditional approval to the application.
138/24. Police Report.
The crime statistics for October were discussed by the council with Rotherham North at 725 and Thrybergh at 43 reported incidents.
139/24. Parish Hall Electrical Repairs.
The clerk reported that the recent outage to the parish hall outside lights and stage area has been resolved and invoice for repairs from by Ryan Askew Electrical is expected shortly and will be reported at the January meeting.
140/24. Correspondence.
The following items of correspondence were made available to the parish councillors:-
YLCA White Rose Bulletin including Training.
Dalton & Thrybergh Ward News December from RMBC.
Neighbourhood Watch Newsletter for December.
Letter of Thanks from Federation Bingo Club for recent grant.
141/24. Items of Report.
The hall secretary reported that we had 2 functions booked for the bar in December with the next being April but this can change very quickly. Bookings and enquiries for activities remain at a reasonable level.
No reports from the clerk. The expected clerk’s meeting for 19th November did not take place due to illness of the Parish Council Laison officer and the next CAP meeting will be Wednesday 11th December at Thrybergh.
142/24. Requested by Councillors and/or AOB.
We have received the invoice from RMBC for election costs and is £255.86 (no VAT). This is split as Thrybergh North at £135.38 and Thrybergh South at £120.48.
Plans for the redevelopment of the café at the Country Park can be viewed on the RMBC planning portal.
Ogdens have granted permission to hold the ‘Remembering Silverwood’ event at the wheel on 18th December.
YLCA has arranged a meeting on 11 December with Matt Goggins, Director for Bus Reform, to consult with South Yorkshire area members on reforms to our buses.
RMBC has launched a survey on the future of electric vehicle charging in Rotherham which can be completed on-line at www.rotherham.gov.uk/energy-climate-change/future-electric-vehicle-ev-chargers-feedback-ev-chargers-rotherham.
Both Councillor Shaw and Chambers raised the issue of the large solar farm planned for the south of Rotherham going down as far as Newark. It was requested that the clerk investigate this and report back to the Parish Council.

143/24. Thrybergh Parish Council Budget for 2025/26.
The provisional budget was discussed by Councillors and will be finalised in either January or February when RMBC release the new Band D levels.
144/24. Accounts For Payment.
The Council considered the schedule of accounts for payment for November.

Resolved: That the schedule of accounts for payment be approved and signed by the Chair.
145/24. To notify the Clerk of matters for inclusion on the agenda of the next meeting.
