June 2023 Meeting Minutes

Present

Councillors G Trickett (Chair), A Martin, R Thomas, N Jackson and T Knapton. 
Also present Ward Councillors J Baker Rogers and M Bennett Sylvester (part-time)

Approval for Reason Given for Absence.

Resolved: That the Councillor's apologies be accepted by the Parish Council.

3.Delceration of interests

There were no expressions of Interest.

4.Questions from the public

The members of the public wanted to discuss the erection of War grave signs at our local cemeteries and improved signage for St Leonard's Church and graveyard. It was discussed that The Common Wealth Ward Graves Commission will supply the signs free of charge and the Church is currently looking at this. Ward Councillor Baker -Rogers said she would take up the other issue of signage with RMBC, The Clerk will take instruction from YLCA about grant funding related to signs and plaques.

5.Minutes of the previous Parish Council meeting held 4th May 2023

Resolved: That the minutes of the previous meeting of Thrybergh Parish Council, held on the Thursday 4th May be approved as a correct record by the chair.

6.Minutes of the Annual Parish Meeting (Annual Assembly) held on Thursday 6th April 2023.

The minute could not be passed due to not enough attendees of the Annual Assembly being present at the Parish Council meeting and this will now be moved to the July Agenda to be passed.

7. Lost Chord UK 

Lost cord is a charity dedicated to improving the quality of life and well-being of those living with dementia through musical interaction. Sally Glennon advised the Council that the society began with Maltby 25 years ago and is now a national organisation. They are very active in South Yorkshire and run 2 sessions a monthly at St Gerard's Church with music, singing and dancing with light refreshments served. They are keen to put on events at the Parish Hall and the have their own volunteers as well as access to funding but would also like volunteers from the Parish Council to help run the event. Ideally, the 2 -hour sessions would be during the week but could also be on weekends. The Parish Council agreed to put it on next month's agenda to discuss further.

8. Matters Arising 

The following matters arising were discussed: -

The Coronation of His Majesty King Charles III 

The Children's Party held on Monday 6th Ma was a great success with almost 90 adults and children in the hall with all enjoying the brilliant and entertainment provided by Barney Baloney. Discussed on the plaque for the Rowan tree continued and the final wording will be agreed at the July meeting.

Vandalism to the Parish Hall Cenotaph

The clerk reported that the police had attended the hall and viewed that the police had attended the hall and viewed the CCTV footage. They will arrange to visit the school concerned to discuss the matter with the head teacher and pupils who caused the damage and will then report actions back to the clerk.

Bill Winder Cup

The chair advised that only three of the local schools were available for the competition, so it has been cancelled for this year. The Clerk will contact the schools in September to ensure a date for 2024 is agreed and diarised.

Her Late Majesty Queen Elisabeth II

The Clerk has ordered a Cherry Blossom tree from Hobson Nurseries as was agreed at last month's meeting. The planting time is between November and March so this will be sorted later in the year as will a suitable worded plaque.

Women's Self Defence Class

The possibility of a self-defence class in the hall has been put on Facebook, the Parish website and on our noticeboards. So far, we have only received three expressions of interest. This course is only open to residents of Thrybergh.

Planning Application RB2022/1884

The planning application to demolish garages at St Leonard's Avenue and Staple Green to be replaced with a pair of semi-detached houses and a detached bungalow has been given conditional approval RMBC.

Litter Picking Vacancy

The vacancy for a part time litter picker for the parish council has been advertised on the Parish Council website and on our noticeboards with a closing date of 31st May. We have received 1 application and the clerk will arrange for an interview with the applicant and the staffing committee soonest. The decision on an offer will be taken at the July council meeting.

9. Police report 

The police statistics have not yet been updated so comments could be made. There was a short discussion on the use of electric scooters which should not be used on public roads or paths. No other issues were raised.

10. King Charles III Coronation Party

The clerk advised that the Council had received grants towards the cost of the celebration with £250 from Ward Councillor Barker-Rogers and £500 from RMBC and the council passed on their grateful thanks. The cost of the coronation were put the council with the costs of the King's  portrait and planting of the Rowan tree already passed by the Council. The costs for the Coronation party including children’s entertainer, decorations, refreshments and small party gifts were £401.57.

11. New Union Flag for the Parish Hall

Resolved: That the Parish Council purchase a new Union at a cost of £130 plus VAT

12. Plaques for Grit bins & Flower Planter

Resolved: That the Parish Council approve the invoice for plaques and for the grit bins and flower planter from MS Sports at 122.50

13. Renewal of Clerk's Membership to The Society Of Local Council Clerks (SLCC)

Resolved that the Parish Council approve the invoice from SLCC for the clerk's membership for 2023/24 at a cost of £187.

15. Items of report

Ward Councillor Barker-Rogers attended numerous meetings with RMBC and agencies during the month as well as attending surgeries in Thrybergh and Dalton and is always available to be contacted with any issues that residents have. 

Ward Councillor Bennett Sylvester gave and update on the recent graffiti outside the Deer Park Farm premises which has involved the police contacting several local school children. A recent walk around the Vales Estate raised issues that are currently under investigation.

Issues were raised with inconsiderate parking from parents collecting school children from Fullerton School and there has also been a problem with work done by City Fibre cable workers with a road being closed in breach of permits and mess being left behind on Park Lane with investigations continuing.

A discussion took place about bus services and a question was asked about what appeared to be a heritage bus working on the local bus route.

Issues were also raised about the standard of work on trees and bushes cut back opposite St Gerard's and it appears that this work has been done by private contractors and not RMBC.

The clerk attended the parish Councils Network Meeting at Brinsworth Centre. Thursday 25th May. Items discussed were the thriving Neighbourhoods strategy and a quick update on the Joint Working Agreement and Parish Council website updates.

16. Matters Requested by Councillors and/or any AOB

It was reported tat the hanging baskets will be put up next week.
A Job description of Parish Councillors from YLCA has been circulated to parish Councillors.

It was advised that the Parish Council had received requests for grants from the Yorkshire Air Ambulance and Thrybergh Primary School these will be put on the agenda for discussion.

The clerk reported that the invoice for the renewal of Parish Hall Insurance with Zurich has been received at a rate of: £1766.76.The renewal date is June so will need to be passed by the Council at the July meeting.

The recent planning application RB2023/0562 to extend the car park at Deer Park Farm was discussed. The Application came too late for the May meeting and the deadline date for comments has now passed. The Clerk sent details by mail to the Parish Councillors and no comments were received other than an expression of worry that the access path to the park was a little narrow. No comments or actions taken by the Parish Council.

17. Accounts for Payment

The Council considered the schedule of accounts for payment in May.

Councillors Jackson and Thomas advised they would not be able to attend the July meeting.

The date of the next parish council meeting will be Thursday 6th July starting at 6:30pm
